I've only had a cursory glance at this and I'm not sure I understand
what you are trying to do....

I'd set up a "Phantom" master name server using views & $INCLUDE that
can only been seen by your other name servers & then propagate the data
to your name servers via the correct view.

For the external stuff a file that has the SOA and includes a file
listing the servers you want seen in both views and then for the
internal stuff a file with SOA and a list of the internal servers plus
include the file listing the external servers.
