1. Property
2. subject to a particular jurisdiction
3. An Act, federal or state
4. Why this particular act
5. I see that the second sentence is a request not a demand - is it?

I seem to recall somewhere a mention of such a statement appearing at
the end of an email having no impact at all. A bit like a sign saying
your bag will be searched, but not displayed 'til you get to the checkout.
