Good luck in it - sounds like a cool project if you have the time.. all 
i can suggest (link wise) is these 2 links regarding the gps + voice thing..

Couldnt tell ya any more than that - I dont know anyone at all who have 
even thought of doing something like this with OSS... surely the M$ 
option wouldnt be *that* expensive to do..
