Investiage the umask command/system call

We have been stumped on the following problem (an easy one we thought).  Usually when we  create a file in a particular directory the default permissions are rw-r--r-- what do we need to do to change the default permissions to rwxr-xr--?

We had a look into umask but couldn't find a way to extend permissions only to reduce.  Any help would be appreciated.
