"run-lisp" macro for emacs

For some reason my "xemacs" doesn't have a "run-lisp" macro installed:

  M-x run-lisp

...doesn't exist.

The version is:

   lloy0076 at orthanc:~$ xemacs -nw -version
   XEmacs 21.4 (patch 12) "Portable Code" [Lucid] (i386-pc-solaris2.8) of
   Fri Aug 20 2004 on eko

Essentially, I want to be able to run "/usr/local/bin/sbcl" in lisp mode 
when I do "M-x run-lisp".

Anyone know how?
