Need help - changing my ip from command line

ipconfig? - are you on windows
 
ifconfig - linux one, just:
$> ifconfig <new ip address>
 
e.g.
$> ifconfig 192.168.0.2
 
can add netmask and interface and multiple ip's
 
do a "man ifconfig"
 
if this is for windows, i dunno... :)

   I have internet with cable connection - no router - just a terayon
   modem.
   I am looking to create a script / util that can download from
   rapidshare like sites...
    
   for that i need to change my ip after the file is downloaded.
    
   Q: anyone knows how i can change my ip from command line?
   Q: is there a service that can handle this? alow me change my ip?
    
   TIP: when i disconnect my connection and reconnect - my IP changes
   for sure - that i tested manually.
   Using netsh - only disconnected me
   Using ipconfig /renew - also disconnected me
