GPRS performance

Does anyone have experience with GPRS, specifically in country areas?

I'm looking at a system with RTT of 3 seconds and 8% packet loss. Is
this reasonable?

The problem is that, with 8% packet loss, 3 second RTT and TCP/IP's
double-the-timeout retry algorithm we're getting some nasty delays. 

If these numbers are reasonable then maybe TCP/IP isn't the right
solution (UDP? SCTP?). 

If these numbers are too high (which is what I suspect) then solving the
underlying problem should fix the symptom.
