Just to clarify: I assume that a Scottish "private" school is one that 
is not funded by the Government and receives tuition fees (in addition 
to, maybe, Government funding) to survive.

It is difficult to understand why organisations such as Governments 
commision reports which indicate a pathway that may reduce Government 
expenditure and then ignore them.

I suspect that this ignorance extends beyond the open source software 
realm into other realms. In this vein, though, given that our systems of 
parliament were overthrown in favour of the people's rule many, many 
years ago who this actually reflects...
