..which means that you're not really distributing under the terms and
conditions of the GPLv2 (and the GPLv1 has a similar clause). 

I know that I'm being pedantic but once you start distributing stuff the
GPL starts to bite; and the Debian guys would probably state that you're
in contravention of their policies not having such a boilerplate on the
product.
