Finally got things working the way I wanted; ended up recompiling 2.4.21 a few
times, this time with QoS compiled in instead of modules, and dpkg-divert'ed
the installed version of iproute (tc) with a compiled version with a bunch of
patches.
I'm using a script that's halfway between the stock standard wondershaper,
yours, and a few modifications of my own.
It's working beautifully - right now I'm downloading two files (ftp and http)
at around 35kb/sec each (at least, that's what it reports), other people are
KaZaA'ing it up on their machines, I'm uploading a file at 10kb/sec to a
server, and I've still got <150ms pings to most AU sites. Ssh is extremely
snappy, my main goal.
My router claims its doing around ~90kb/sec downstream, stable! Sounds odd;
by reducing the queues at my ISP, I've made my total bandwidth more efficient?
(Previously, I was getting 55kb/sec max).
Either way, I'm a happy duck.
