It's quite easy depending on what you're doing.

There's an option in pppd that probably does this as well. In man pppd, look
for:

 * lcp-echo-interval

Incidentally, *what* is the problem you're trying to solve? Automatically
checking your e-mail every 10 minutes (or more) might achieve what you want.

AND it's legitimate.

Many ISP's have an "Thou Shalt Not Ping Us All The Time" clause though I've 
not heard of any exercising it.
