This was my thoughts too.

Best idea is to not give your users a NAT/Direct Internet Access at all
- make ALL their access come through the proxy - then you have control.

It's MS you can't tell it what to do it tells you!

You'll find it is redirecting to another ip on the port 80 and there is
a helper app linked to asx extension and it simply pretends to be
constantly downloading. (from memory this is common approach)

You could just block the stream server IP
