The error message said the connection wasn't 8-bit clean.  Perhaps one
of the ISPs modems (if they're using modems) is on an incorrectly 
configured serial port.  Or perhaps something is using your serial
port and reconfiguring it to 7-bit mode behind pppd's back.

This smells like a software fault, not a hardware fault.
