If they have a flat-rate pipe (eg a 100Mbps connection) to their
upstream provieder, and they don't pay per Mb on that (many ISP's
don't), then they really do have an off-peak time. It costs them no
more to use that unused bandwidth, and they can sell more people the
service because of this. It's _exactly_ the same as telcos with
off-peak rates.
