I think they would be counting on most users NOT bothering with the Off Peak
times.
Personally I could live with that sort of plan. If there was an ISO or the
like which you really wanted you could schedule it to start at midnight.

Note: Netspace also reduce the installation fee by $100 if you have a
compatable ADSL modem
