Check the international carrier agreements.   You will find that between
certain hours the cost of *data* transfer does indeed go up. The majority
of traffic off our little rock is towards the US and tel$tra is charged
for this download. When you look a little harder into the reasons why
things are the way they are you might be a little surprised.

Tall poppy syndrome is prevalent in this thread.
