VMS had command and flag (introduced by /) completion since at least 
1984, and maybe before. However, its completion was different to what we 
see in tcsh and bash today. VMS could execute the command for you and 
understand the flags, as long as you typed enough to distinguish it from 
any other command and flag for that command. It did not do 
file/directory name completion, as I recall.
