If memory serves me correctly (and mine is about as reliable as static ram
with a dodgy power rail at times) partitions must have contact details and a
recognisable signature.

which sorta beats the web idea around a bit, although a print/sign and send
idea might be the NBT, where they should arrive to one person to send en-mass
to the federal gov.
