Hmmm, I would be careful of suggesting that the only benefit of Open 
Source is an opportunity to save on licencing fees.

I think that government should be/will be interested in the significant other arguments. I am sure that Labour would be interested in the 'Knowledge Nation' aspects of open source, at the very least.
