what I meant here was two different types of issues -- IT and
telecomms...

IT:
	Access
	Contracts
	Projects

Telecoms:
	Encouraging Competition etc

and also...

Education:
	Open Source in IT curriculum
	Open Source in facilities

PS Note that when I say "Open Source", I mean Free Software, Open
Source, GPL, LGPL, BSD, Artistic, MPL, etc etc etc...
