I use Partition Magic & Boot Magic, and they hide
partitions by setting bit 4 of the id, hence 07 -> 17

Perhaps other software does this as well?

Or else, NT is doing something funny with its boot
loader? Or LILO is doing something strange? Although I
havent come across this before when dual-booting NT &
Linux.

What does the rogue partition show up as in NT disk
manager?

Seeing as you can see it from Linux then at least
everything is nominally OK, I would consider
investigate other avenues first if you have the time,
although if the data is important it would perhaps be
better to back it up anyway
