Internet Explorer (yes, I know we weren't talking about Explorer) is
notoriously bad for taking any notice of what the content type is set
to; even sticking HTML within a file of type image/jpeg will get it
rendered as HTML under certain circumstances, which makes its use of
"Security Zones" pretty pointless.  Microsoft are keen not to fix this
(and have just iterated this on Bugtraq), as they see it as a "feature"
(probably an innovative one).

And one day, they may even get non-anonymous FTP to work properly.
It's only been broken since 3.x.
