Building RPMs

Anyone out there done much of building RPMs?

I'd like to take some software that's been developed and RPM it up for 
distribution.  Of course I don't have access to /usr/src/redhat (no write 
permission there) so I'd like to replicate the BUILD/RPMS/SOURCES/SPECS/SRPMS 
structure elsewhere.  "Maximum RPM" from www.rpm.org suggest that you can have 
a local .rpmrc file in your home directory with an entry like:

topdir: /home/mdavies/rpm

So I try this, but when I do a 

rpm --initdb --dbpath /home/mdavies/rpm/database

to start my own database (ie I don't have access to /var/lib/rpm/* either :-( I 
get the following:

bad option 'topdir' at /home/mdavies/.rpmrc:1

which indicates that the rpmrc file has changed format during v3 to v4 of rpm.

Looking at the RPM HOWTO suggests that changing the root of the BUILD etc 
heirarchy is possible, but doesn't mention how to do it.  www.rpm.org is 
sufficiently useless, and I'm not sure where else to look.

Anyone with any ideas?
