You're ignoring a number of factors here including:

1) Dynamic routing protocols (who said the route changing had to be manual?)

2) Other routes are indeed sufficient to carry pretty much all of the 
demand, *if* your ISP has made investments in sufficient path diverse 
upstream links.

3) Repair time for SCCN should be short, they just have to plug their 
path diverse backup link back in again (rumour has it that they were 
fiddling with it when the main link failed - oops).

4) Anyone who wants to utterly avoid the potential of any 
inter-country link raining on their parade should put servers in 
multiple countries, or use a service offering that does this for them 
(for example, Cisco Content Router 4400's if you want to do it 
yourself, or Akamai if you want someone else to do it for you).
