Sure it hurts, but in the absence of evil supervillians where is the
motivation?

The only people who profit from this are those that own the other
cables, which aren't even in the same ballpark in terms of bandwidth
(although I imagine SX is eating into their profits..). Just the same, I
don't see Ziggy with a pinky raised to the corner of his mouth just yet.

The decent ISP's have infrastructure and redundant links in place to
re-route around such problems anyway. Another reason why you shouldn't
buy into the 'tier 1 is better' myth.
