I believe it is "naughty"/wrong to have the ns entry as a CNAME.

Personally I'd just have the ns and the domain entries assigned to the
IP addresses (even if they are the same).

Yes that's correct.  You can't combine them in the one zone file, it
doesn't work that way (as you already discovered).
