linux X windows screen lock useless?

Just now, I had activated the screen lock on a couple of
workstations before going home from the office, and
I thought I might try the old ctrl-alt-F1, and to my horror
noticed that a control-Z put the X windows in the background and
permitted me to use the shell - which of course was
able to use the ssh-agent's stored decrypted password to 
get into many other machines too.

Does this mean that the linux X window system screenlock is
completely useless?
That's how it seems to me.

Or is there some way to make a screen lock really lock
the monitor?
