Well, of course phone networks run software. For example when you
change a Telstra customer's easy call facilities (call waiting, etc),
you dial directly into the relevant exchange, and change a few options,
configuring software settings.
A "complete" hardware based phone system would be back in the old days
where you had a switchboard lady, or when they used pulse dial which set
off a series of pegs in the exchange, and depending on the number
combination dialled, you would end up with a physical connection to the
other line. Or at least it was something like that.
Or does your question mean something else entirely?
