That's not the problem.  The problem is that ISPs are pretending to
offer "unlimited usage", not "reasonable usage".  

Then they turn around afterwards and attempt to convince you that
"unlimited" and "reasonable" are synonyms.  But they're not.

There are plenty of ways to enforce "reasonable" usage.  Rate
limiting, volume charging, limiting supply, etc.

But there is no way to enforce "unlimited" usage -- Its very 
definition is hostile to enforcement.

... and that's the problem.
