There is a Kylix Developer edition at AUD435 at Everythinglinux. Check

Anyway, I attended a Borland seminar here in Adelaide a couple of months
ago, (btw at that time the price for the above item was nearly AUD2000)
and they (Borland) said that in August it will be released a GPL
version, free for download or some $$ for the CD).

The product was just praised there.
