The government also have powers to use any intellectual property without
consideration if it's in the interests of public safety.
The guy who invented those orange flashy lights you see at roadworks got
royally screwed by this - he came up with an extremely economical design
and instead of being paid for his IP, they gave him an award ceremony to
thank him for his contribution.
