FTP /noshell setup on REDHAT 7.0/7.1

Can anyone help me on setting up FTP accounts with /noshell, when I try to
set the user variable in the /etc/passwd file to /noshell, I get a denial
when logging into wu-ftp.  I noticed that the default setup on REDHAT 7.1
has the ftp account setup to /noshell.  It works fine with shell /bin/bash.
