That depends how much money you have.
If not having them is affordable and the result is a less than optimum
teaching result, then too bad.
If you dont have the money, you dont have the money.
Most schools I ahve exposure to dont seem to have that money.
The admin duties fall on to the teachers, whoi arent trained or equiped,
or resourced to do tehm.
It may be different for private schools amd some secondary schools, but
across the board in general I think most schools dont have the money.
I agree they should have competant admins, if you recall that was my
intial suuggestion to Mathew's quwestionof what should be don to impriove
the situation.
