I mean you & me.  ie if the document is public it should be available
in a form which is useable by all members of the public.

Similarly, educators should be even-handed in their teaching
and not - even by neglect of alternatives - promote a particular OS.

Public bodies DO have the duty to use the cheapest and most efficient
tools for the work they do - after all it is our money they are
spending!  I agree that this is a separate issue so far as M$ vs *nix
is concerned.
