My very sincere apologies for that.
After exhausting all tricks I knew [not very many for serial ports]
I thought it must be a difficult problem.
Little did I know that the linux UPS software `NUT' has an FAQ,
and this problem was item number one on the list.
The stupid program changes uid to "nobody" or something and then
tries to open the serial port.
And then it gives un uninformative error message!!!
Grrrrrr.....
Another wasted 2-3 hours in my life!

So please ignore my last question.
I'll stand in the corner for a few hours now as penance.
