What happens when you take Amanda out of the equation?  What
does a tar czvf to the tape device do?  What does a
"file - < /dev/rmt-whatever" say?

This shouldn't affect reading the tape - it's just the files
that are backed up that become inconsistent, not the backup
file itself on tape.

It's a process of elimination.  Start eliminating.
