well you should have some sort of script like rc.serial in /etc/rc.d/ or
/etc/init.d/ depending on what redhat uses??
If not, the serial ports arent being setup during boot - as these rc.* files
are startup scripts.

Try doing what was written in that document, thats if there isnt a rc.serial
file on your system anywhere under /etc
