Host level security

Hi All,

I'm trying to find something which is equivalent to tcpwrappers
but which allows me to control which client systems can access
*any* IP based service on a server. For example, something which
can allow/disallow access to Oracles' SQL*Net server based upon
the IP address of the client.

Does anyone know of anything which is generic enough to be
able to provide this sort of access control based upon the IP
address of the client?

And no, I don't want to put a firewall in front of the server for a
whole bunch of reasons!
