Thanks to a clue from Bruce Moffatt (thanks, Bruce) I found what appears to be
a backup copy of the rpm database in /usr/lib/rpmdb/i386-redhat-linux/redhat/

I cp'd * to /var/lib/rpm.

The result is that GnomeRPM and kpackage are now both happy.  Whether the buried
database is accurate (it was dated May 2000) I cannot tell without further
testing, but at least I now have something useful and working.
