I may be wrong here, but wouldn't this be expected if there is no
filesystem on these partitions yet? Have these partitions been
formatted?

In this case, you do not want to mount these partition(s) anyway. If
Linux has the device(s) mounted, VMWare will not be able to use it
(them) as a raw partition.

In order to set the partition(s) up under VMWare, simply install VMWare
under Linux, tell it where the raw partition(s) is (are), and then start
VMWare up. It will prompt you for your (Windows NT) installation media,
which should allow you to format the (VMWare raw disk) drive(s) as
appropriate.
