Yes, you're absolutely right - other combinations other than good and 
fast are sustainable.

The problem is that the marketplace is training customers to expect 
(nay, demand!) 'unlimited', perfect, fast, zero-busy signal service, 
at the same price point that you'd expect from a 'cheap and slow' 
provider (or a 'cheap and hard to get on during busy times' one).

A lot of those ISP's are used to a high churn rate, too. We prefer a 
quieter life with a smaller number of happier customers. No crime in 
that, is there. We're all right.
