I don't know any ISP that is, but they all should be considering it. I
think the technology could do with a little more polishing and
documentation but I reckon it is in at least as good a state as squid was
when it was first used in a big way by ISPs (and before Cisco bought a
good part of the Squid core team to design a cache engine to sell to
ISPs:)
