I think that the general concept of allowing unused Mb
to "rollover" to the next billing period is worth 
considering. I also can't believe that most people need 
more than 500Mb download limit per month on a *continual* 
basis, but allowing unused Mb accrue up to a certain 
limit would probably solve the problem.

Using your suggestion of 750Mb for example, let people 
accumulate up to an additional 250Mb so that the maximum 
that they could ever suck down in one month would be 
750Mb. Excess usage charges would then kick in. They 
would have had to had at least one quiet month at some 
point in order to accrue the excess Mb, so hopefully 
everybody would win.

You do have to wonder! Then again, I guess the point of
ADSL is being able to download your Mandrake patches,
Mozilla sources, Star Office etc.. in a more reasonable 
time frame, so using up 500Mb within a couple of days 
isn't too far fetched.
