PROGRAMMERS! have an idea for you

g'day all,

here is an idea. i have been doing a little research into software to control 
bandwidth for machines accessing the internet via a single computer (dial-up 
connection) and have found that there is a lot of sofware around to do this. 

however, here is an idea. i have found that existing software allows for 
group management (allocating xk per group) etc.. but i havn't found anything 
to allocate a percentage of the bandwidth to IP addresses. eg 2 computers on 
6k dial-up = 3k each. can this be done?
