It depends on what you mean by "maximum performance."

If you want a low ping in games, you probably want to optimize for 
latency.  One of the ways to do that is to disable compression:  Normally,
with compression enabled, your modem will delay transmitting data you
send to it just in case a bit more data for the same compression block 
arrives a few milliseconds later;  You can substantially reduce ping times
by turning off compression.

As you can probably work out, though, disabling compression isn't exactly
helping the throughput of your modem.  Games don't really care about that,
but if you're web surfing you'll notice that your net link is substantially
slower with compression turned off.

How are you measuring this?  Keep in mind that the kbytes/sec figures
given in the status bar of web browsers are uniformly inaccurate...
