That's the thing I have issue with.  Whether or not you run Linux doesn't
matter at all:  The modem hasn't the faintest idea about what OS you're
running, and will handle error correction the same way regardless of the
software you have loaded on your machine.

The inclusion of the words "under linux" is irrational:  It acts as an
irrelevency (the OS doesn't matter to a modem) which introduces doubt
("Does this explain why the Chariot helpdesk person said Linux PPP was
slower than windows?")

You keep using the word "linux".  "Linux" has nothing to do with this
situation.

Irrelevent.

This is, I suspect, the crux of the matter.  A combination of his init
string and/or RS232 configuration on his machine (for example, does he
have CTS/RTS handshaking enabled?)
