Sane techno-babble: Mark, read what i wrote buddy - "...too agressive UNDER LINUX, it may..."
If the modem attacks chariot too hard when linux dials out, it may get the connect, but error-check _all_ data packets, thus slowing down the overall transfer rate.
What we don't know is:

a) Does the windows driver take care of this for him
b) What chariot uses on their end
c) What his pppd/chat settings are
d) What his serial settings are
e) The meaning of life
f) and more ;)

Others using the devil and not having problems, may not be connecting to the same ISP, or prolly have differing serial/pppd/chat settings.
