but surely thats what could be happening now with telstra and etsa. but
hey dont. 

it may be cheaper in the short term, but whos to say the owner of the
trench will not raise the price? 

What about liability? What happens if provider A is in the trench and
accidently blows up something belonging to provider B? Who pays for
that?

I think wiring ducts should be standerdised into the building code, so
that you *cant* build any new building/house/road/sub-development unless
you design into it a solution to multi-purpose cabling. [1]
