I think you might have missed the subtlety of what I said.  The first
utility to provide an underground duct can support the green movement in
their lobbying to have all services put underground.  Once a suitable duct
is in place the other utilities will not be able to claim that the cost of
putting a duct in is too high.  They will be in the position of either
putting in the duct, regardless of cost, or of renting space from the
existing duct's owner.  And renting space will almost certainly be easier to
get past the shareholders (lower up-front cost means higher up-front
dividends.)
