The Telco Act requires cooperation, especially with facilities such
as towers and ducting.

In practice, telcos can get the lawyers to spin out proceedings until
the ACCC intervenes.  This increases the risk of using shared infrastructure
as the bottom-line costs can't be predetermined.

It is possible that the current Act might also be punishing telcos without
large legal teams who install infrastructure.  They are forced to make it
available to other telcos, irregardless of the creating telco's future capacity
requirements.
